Tatsuya Shirakawa, the acting head of the Kurosu clan, who has ruled Shibuya, where outlaws are thriving, and has reached the top of the underworld, is planning to expand his power to the outer cities. In the midst of all this, Hirabayashi of the Ginsei Kai, who is after Shirakawa's life, unleashes three gunmen. Then, an old chivalrous man's deadly bullet pierces Shirakawa's chest...

The main character, Hakuryu, played by Hakuryu, is bursting with unexpected strategies. The development of his attempts to take a large organization by the hand is thrilling, and at the same time, heartbreaking and exhilarating. The Kurosu-gumi is in an all-out confrontation with the Royal Roads-gumi. Tatsuya Shirakawa, acting head of the Kurosu-gumi, takes this opportunity to move into Roppongi, the Oudokai's stronghold. Arisa, a former lady and hostess, falls in love with Hakuryu, who saved her from a tight spot, and goes to him make an oath with the Kurosu clan. The serious war drama as well as her unprecedented words and actions are a must-see.

In this series, money-related matters arise frequently, and this time, too, we find ourselves involved in a bidding war. The heated information war, the true aim of the White Dragon, and the past of the Black Dragon are all neatly summarized.
